Relax Pipfile python requirement.
Currently there is no way of defining >3.6 or similar in Pipfile (see https://github.com/pypa/pipenv/issues/1050) But the requirement can be removed completely. The only downside is that someone with only python2.7 on their machine will get other errors if pipenv tries to use 2.7.
